Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, expects the Law on Land Register to be adopted by the End of the Current Session 

 

Volodymyr Lytvyn, Chairman of The Verkhovna Rada of Ukraine, expects the Law on Land Register to be adopted by the end of the current session. He made the foregoing statement at the press conference in Vinnytsia.

 

"The Law on Land Register will be adopted by the end of the current session," V.Lytvyn stated. He reminded that three plenary weeks are left. The Law on Land Register is a prerequisite for introducing the land market in Ukraine.  

 

The Chairman of The Verkhovna Rada of Ukraine admitted that this market has been functioning in the shade. "Land is being purchased, sold and re-sold. However, it is the state that shall manage this process," V.Lytvyn stressed. He informed that a bill on land market had been drafted, although it includes several debatable issues.  

 

The Chairman of The Verkhovna Rada of Ukraine deems necessary to appoint land administrators: "Either set up another agency, or authorize the state agency for land resources, or establish a land bank as a land market operator." "The Law on Land Market will not be adopted, until these issues are worked out," V.Lytvyn emphasized.

 

The Head of the Parliament calls for taking stock of Ukrainian lands and deciding the future of two million hectares of land land shares, whose owners either have no successors or have passed away , not having  bequeathed the land. V.Lytvyn objects to selling land to foreigners. "All countries which implemented the land reform have imposed a temporary ban on the sale of land to the foreigners. Sale of lease right is one thing, while sale of private ownership of land is absolutely different," he stated.
